Question - Assume that you are the Head of the Consular Department in a Diplomatic Mission. The Senior Executive Officer, in charge of the Visa Section, who reports to you, tells you of a problem that she has just experienced with one of the clerks. The clerk failed to 'fast track' a priority visa application. When the Senior Executive Officer spoke to the clerk about it he said that he had not appreciated the urgency of the application and that he had been busy on other work.  The Senior Executive Officer also explained that this was the second time that this had happened in the three months that the clerk had been employed at the Mission.

How would you, the Head of the Consular Department, handle the situation?

For this question, could i link it with the concept of the disciplinary pyramid and how could i link theory into this question? In order to handle the situation, could you not just speak to him about it. According to rees and porter under the law of dismissal, one aspect is capability therefore it could be argued that he is not doing the job properly.
