The community has approximately 35% African American residents; 20% of that community live in one particular patrol district of your department. During a meeting with your patrol commander, he explains to you that your officers don’t patrol in Zone 4, which is where the 20% of the African Americans reside.
The commander tells you that a couple of years ago a riot almost started when an arrest was made there, and ever since the police have only responded to calls there and only answer those calls in groups of at least three officers. Since this practice began, calls have continually declined over the past two years.
While it was considered a high crime area two years ago, the data today is not considered complete enough to provide an accurate picture of the criminal activity in that area. Additionally, you have heard several officers make statements such as “Let it burn” or “If they don’t care what happens there, why should I” in reference to that district.
