You find an email from the Director of the Outpatient Pavilion (DOP) to the COO in which the DOP claims that the concierge program is not working. It is known in the health system that the DOP would prefer to have the 3.5 FTE's used for the concierge program for additional staff in the laboratory and radiology departments.

Per our conversation yesterday, I am providing the following examples of typical wait time data (in minutes) to support my argument that the concierge program implemented in the Outpatient Pavilion in January 2015 does not work as intended and should be discontinued in order to redistribute the FTE's in other ways. You will note the average total wait times are even greater than the average wait times prior to the implementation of the concierge program.
