Suppose the seller with the lowest cost of producing a bag of ice is a foreigner and everyone else is domestic. Let us now consider the following public policy: to ensure the safety of the users of ice, the government will punish the ice- seller if users complain about the ice's quality. Since we have no jurisdiction to punish foreigners, they are now prohibited from selling ice in the domestic market.
