Assuming I am the owner of shopping mall tower. My tower got a disaster.

Earthquake just happened, a lot of people died. The rest of the people/ visitors who still survive are in a panic. They trampled on each other to escape, to save themselves. As an owner, What are my procedures to mitigate the negative effects of the earthquake?
