Washington even took actions which demonstrate that he protected slavery as an institution: When the White House briefly moved to Philadelphia, where slavery was less legal, Washington used legal loopholes to ensure the enslaved people he brought there would never be freed, and he hired associates to pursue one enslaved woman who ran away, Ona Judge, for several years.
