Within 30 days of the date of this decision, the registrant must draft and submit a report that outlines a framework for obtaining consent. The report must be a minimum of two pages in length (minimum of 500 words). It should be submitted to and must be satisfactory to the Committee. The report should include the following:

Question a) A description of how to determine if a client has capacity to consent;

Question b) An explanation of the importance of obtaining informed consent;

Question c) An outline of the registrant's consent discussion with clients;

Question d) A description of the key elements of informed consent; and

Question e) An explanation of when consent should be obtained again
