Describe a time in US history when social/legal policy was based on assumptions that stereotyped or blamed individuals for their circumstances. What dynamics were in play to dampen empathy for the group(s) most impacted by the social policy? List and explain the factors at play. Give examples of how these factors influenced public attitude towards those impacted by the policy.
