The state director of homeland security recently issued a policy directing all cities to prepare a comprehensive terrorist or major event response plan. He advised that the plan should concentrate on two areas: prevention and response. Although officials in the department were acutely aware of the need to move resources into homeland security, the department had not done so. In essence, the department must build its plan from the ground up. The police chief appointed you to the new position of Police Homeland Security Director.
