Based on Klingle, pp. 86-118, write a 2-3 page paper that discusses briefly how R. H. Thomson gained planning power and then concentrates on who he considered as his "customer" for his plans. Did his view of who his customer was shape his planning decisions, i.e. did it determine who would benefit and who would not?
