You are a police officer for the Metropolitan Police Department in New York. You and your partner are assigned to a high-crime area in a low-income, primarily black neighborhood. You are parked on the side of 5th Street and Locus Ave, a known drug-dealing location. You and your partner observe a late-model Cadillac roll through a stop sign at an intersection. The driver and passenger of this vehicle both appear to be black teenagers.

Police discretion and ethical dilemmas have come into scrutiny over the years. Discretion allows a police officer to make a decision based on an incident, and that decision can result in a variety of choices. Some possible choices when interacting with a citizen who has committed a crime or offense include a warning, citation, or arrest.
