Tidal friction due to the gravitational interaction between the Earth and moon is causing the Earth's rotation to slow by ~15 microseconds (10-6 seconds) per year, and the moon to move ~38 millimeters further away from the Earth every year. Assuming that the rate of change is constant,

a. How long was one Earth day (in hours) 1 billion years ago, and

b. How much closer was the moon to the Earth then than it is today (~384,400 km)
