Problem: Free trade policies aim to provide overall economic benefits, but the gains are not distributed equally. For example, when manufacturing jobs move overseas, low-skilled domestic workers can face unemployment and wage stagnation. The surge of immigrants can also put downward pressure on wages for low-skilled workers competing for the same jobs.
