Case Study: The Pawn Shop LE program:

Over the years I can recall a number of special operation projects that were set up to combat particular crimes in our area. One such project was where undercover officers from the Georgia Bureau of Investigation and our own detectives set up a pawn shop. It was referred to as the Pawn Shop project. Using money seized from drug arrests, the officers started loaning money or purchasing merchandise from customers. The word got out in the community to the regular thieves and burglars in our community that the pawn shop was in business and they were fencing stolen property. The pawn shop soon started purchasing all kinds of items that were stolen or taken in burglaries. Anything from color televisions, welders, tools, jackhammers, and even a bull dozier, were brought in and sold or pawned at the pawn shop. Most of the merchandise was matched back up to police reports where the merchandise had been reported as stolen.

The pawn shop ran for about 3 months. Of course, it was set up with video equipment so the sellers were recorded when they brought in merchandise to sell or pawn. All were identified as known individuals with criminal histories. Subsequently, those that were selling and pawning stolen merchandise were arrested and charged. This had a huge impact on the number of thefts and burglaries we had for some time as the numbers were drastically reduced.
