5. Dr. Herzberg describes this as an artificial dichotomy, generated by this split system of governing drug use. Once again, a main thrust of this information is reorienting the system to protect all consumers, not punish some and offer treatment to others. How do you see this debate (legalize vs criminalize) being changed to better reflect the desires of and address the needs of all of us (e.g. harm reduction, safe ways and amounts to use vs unsafe, models of market regulation to protect consumers instead of maximize shareholder profits)?
