Case Study: A large airline at Heathrow operates a baggage check-in area facing a stable flow of passengers throughout the day. Check-in data indicate that from 9 a.m. to 10 a.m., 255 passengers checked in. Moreover, based on counting the number of passengers waiting in line, airport management found that the average number of passengers waiting for check-in was 35.

Question 1 How long did the average passenger have to wait in line?

Question 2 Suppose the airport management is hiring additional workforce to decrease the average number of passengers waiting to be checked in. Assuming the same arriving flow of passengers, what maximum average number of waiting passengers would ensure that the average waiting time is at most 5 minutes?
