A United States Naval base in San Diego, California is currently uninhabitable after a sailor became very ill due to an infectious disease causing a global pandemic. Approximately 6,000 sailors are forced to relocate off the base. The Governor of California is demanding local residents to open their homes for the sailors until they can be safely relocated, and believes it will take at least two weeks before the sailors can relocate to a secondary base. Residents who do not comply will be fined. A San Diego resident argues the requirement to house sailors violates the Third Amendment of the United States Constitution. The Third Amendment reads, "No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law." The resident, along with 500 other local residents, sue the California Governor. To date, there is no United States Supreme Court case using the Third Amendment.
