For example, HR can be the listener, motivator, and communicator. They must know how to direct to the head of sections/departments.

They must establish a culture of managing up, as they must understand how to communicate with the higher management and employees. Demonstrate ways to build trust and integrity within the organization and collaborate with all parties to ensure excellent performance management.
