For the qualitative study on the federal merit promotion system, thematic analysis would be the most appropriate data analysis method. Thematic analysis is ideal for identifying, analyzing, and reporting patterns (or themes) within qualitative data, making it highly suitable for uncovering the shared experiences and perceptions of federal employees concerning the merit promotion process (Hesse-Biber, 2019).
In this study, the researcher aims to explore how employees experience the merit promotion system, particularly focusing on themes like fairness, performance evaluation, and the impact of time-in-grade requirements. Thematic analysis allows the researcher to identify and categorize these recurring themes across participant interviews, giving voice to the collective experiences of those within the system (Cooper, 2017). This method provides the flexibility to delve deeply into the nuances of participant narratives, enabling the researcher to construct meaning from their lived experiences.
Additionally, comparative analysis could be useful when examining the different perspectives between employees, supervisors, and HR personnel. Grodal, Anteby, and Holm (2021) suggest that comparative analysis helps in understanding how diverse experiences and contexts can produce contrasting or complementary insights. In this study, a comparative approach could be employed to highlight discrepancies between how employees experience the system versus how it is perceived by those responsible for promotion decisions.
