In Cunningham, we read about how the early power of the FBI came from policing the Mann act, which outlawed "interstate transportation of women 'for the purpose of prostition and concubinage'" (16). Cunningham goes on to explain that by infiltrating and surveilling prostitution houses, the FBI soon learned a good deal about "the prominent individuals" (i.e. rich and powerful people) who went to prostitues. Think about ways that this information might be abused; in other words, what could go wrong if the FBI learns about the sexual transgressions of powerful politicians or wealthy individuals?
