MADD: Grassroots Movement to Policy

Given that grassroots organizations often do not have the expertise, stature, or other resources of larger, more institutional stakeholders, what tools do grassroots organizations have that enable them to successfully influence policy? To what degree do you think MADD has changed over its history from a grassroots organization to a more institutional stakeholder? How does this change what it does or how it functions?

Your initial post should be at least 250 words in length. Support your points with scholarly references, appropriate citations, and full references at the conclusion of your post. Cite your sources in APA format. Review several of your classmates' posts, and then, provide a substantive response to at least two of your classmates. What, if anything, might you add to their understanding of grassroots movements and policy formulation and adoption?
