These terms continue to evolve because students can range from a broad spectrum of knowledge within their proficiency in the English Language. Some students may be able to read and write English perfectly but struggle with the oral language whereas some students may be able to speak, read, and write English fluently but it may not be their primary language and it's important that students are seen for their ability and not from the label that's placed on them.
