Question: How does the rise of farming, settling down, forming larger and larger settlements, lead to the writing of laws? Is this a positive change for humanity?

As ancient people begin to settle down and claim land for their own, they form larger settlements, like farmsteads, towns, and even cities. At the same time, we begin to see laws emerge. In Survival: History of the World, in ancient Egypt, we see records of a court trial, regarding a poor fellow named Paneb, charged with violating quite a number of these new laws. So why did laws emerge? What purpose did they serve? Did their emergence serve the greater good of the civilization, or did they hold back the freedoms of these people?
