Question 1: Compare the documents on Texas' independence and annexation (Polk and Houston) with those about Cuba (Montgomery and Ostend). Is the United States' expansion and annexation of an independent Texas a foregone conclusion? What about with Cuba?

Question 2: Are the Texan and Cuban people represented/heard in these annexation plans? Do Texans have a voice through Houston? Conversely, do Cubans have a voice through Montgomery, or is he projecting his (or Americans') desires to encourage U.S. annexation?
