Assignment: Dr. W. Edwards Deming, Dr. Joseph Juran, and Philip Crosby have each gained strong support from business leaders and academia as "experts" in the field of quality. Each of these men has spent most of their adult lives teaching others about the benefits of implementing quality into an organization. In 1950, Dr. Deming, a quality control expert, was invited by the Union of Japanese Scientist and Engineers to lecture several times in Japan, assisting that country in rebuilding their infrastructure after World War II. Ironically, many of the management tools implemented by American businesses in the last 25 years have been credited to the Japanese, but in reality were ideas that resulted from Dr. Deming working closely with that country. Quality Circles are one such tool. Quality Circles have resulted in various organizations' implementing their own variation providing opportunities for employees to take a more active role in management decisions. Dr. Deming was world-renowned as a statistician, but his theory on quality dealt more with building quality into an organization. In the mid-twentieth century, most items that had "Made in Japan" attached to them were equated with poor quality. By the beginning of the twenty-first century, Japan had more than its share of the world' market in electronics, computers, watches, motorcycles, and automobiles. Now, Japan is known as a producer of "quality" products. Based on the above, do hospitals really understand, "quality?" How does quality affect budgets. . .or does it?
