Case Study Analysis Assignment
Read the Pioneer Scouts case provided on Canvas, and then develop a paper/report (at least 10 pages, double spaced, 12 point font, utilizing an appropriate citation format for any external references). The paper/report must answer the following questions and address the following issues. Make sure you link your responses to at least two of the chapters/topics in the Guy and Ely text and link to at least one (and I would suggest concentrating on #4 from below) of the following NASPAA and UAB MPA Program competencies which state that students must demonstrate the skills and knowledge base to become competent:
• To lead and manage in public governance;
• To participate in and contribute to the policy process;
• To analyze, synthesize, think critically, solve problems and make decisions;
• To articulate and apply a public service perspective; and
• To communicate and interact productively with a diverse and changing workforce and citizenry.
You are a program evaluator for the national organization Pioneer Scouts of America. The national organization oversees and provides programmatic, administrative, and financial support for local councils. You have been asked to author a paper/report reviewing the events and circumstances related to the Rose Ravine council prior to its realignment with Pioneer Scouts of Central Illinois. Your paper/report will serve as a tool to better understand how other local councils can avoid some of the challenges the Rose Ravine council faced.
Your paper/report should address the following issues:
Question 1: Identify the stakeholders in this case study and discuss how each of them viewed the policy problems outlined in the case.
Question 2: Paying particular attention to the ethical implications of the decisions made by the Board of Directors and the senior leadership team of the Rose Ravine council: Identify and describe the strengths and weaknesses of the decision-making process of the organizational leaders. Where might you have provided advice to the Board of Directors and senior leadership team that might have taken them in a different and hopefully better direction?
Question 3: Describe the external factors - e.g. political, economic, legal, etc. - and the internal factors - e.g. human resources, motivation and job satisfaction, productivity and performance, budgeting, organizational structures, decision making, planning and development and capacity building, interpersonal relationships, integrity, ethics, accountability and transparency, etc. - that contributed to the challenges faced by the Rose Ravine council. - Identify and discuss at least three actions you would recommend existing Pioneer Scouts of America councils take to insure the problems the Rose Ravine council faced do not happen in other councils in the future.
