Policy is created over a significant process. A big part of that process are policy goals. How do policy makers connect their agenda to the policy goals that drive overall approval? What is the downside to not having defined goals and how does that impact the multiple agendas and the narratives that drive them? What is the importance of aligning these goals in regard to policy implementation and public perception?
