After reading the Memorandum for the President by Robert McNamara, President Johnson's speech, and the Gulf of Tonkin Resolution, and the other articles, how dire was the situation in South Vietnam by March of 1964? Did the Gulf of Tonkin incident change this assessment? If so, how?

Imagine that you are in the room with LBJ and his advisors. It is August 1964. What is your advice to the President? Two things to consider as your response:

1) what else is going on in the world and in the US that LBJ should consider; and

2) you do not have the benefit of knowing what you know now...you only know what has happened up to 1964.
