To keep individuals from delaying until they become ill to purchase medical coverage, the ACA requires all Americans to purchase health care coverage or pay a fine. The fine beginnings at $95 for a person in 2014 and goes up every year until 2016, when the fine is $695 or 2.5% of an individual's yearly pay, whichever is more prominent." The Individual Mandate (IM) had good intentions. What were those intentions?
