Detective Poole is a homicide detective in the LAPD. He was assigned an investigation regarding the alleged beating of a reputed gang member by members of the LAPD and also the cover-up of the incident. In his investigation, he found a pattern of complaints of violence by the gang unit in the Ramparts Division. Gang members told Poole that they had been harassed, assaulted, and pressured to provide untraceable weapons and the beating of the gang member was because they would not cooperate. Poole concluded that many of the officers in the division were vigilante cops and requested that the investigation proceed even further
The Chief of Police at the time ordered him to limit his investigation solely to the one alleged beating. Poole prepared a report on the beating detailing the pattern of complaints, assaults, and wrongdoings of the Ramparts Division. Poole's report never made it to the DA's office and instead was replaced by a two page report prepared by his supervisor and another supervisor in accordance with the Chief's instructions. He was asked by the supervisors to sign the report
