You go to the Courts and Criminal Code Committee chair in the House. They say "I don't know why the Speaker likes this bill so much. Its awful for my constituents. I don't want anyone getting out of prison." Demoralized, you immediately schedule a meeting with the Speaker. The Speaker replies, "I can deal with the committee chair."
