In 2011 a deadly flood hit the Lockyer Valley and South-East Queensland. Millions of dollars of Commonwealth national disaster relief recovery funds were made available to get the vital infrastructure rebuilding work done quickly. The rebuilding effort was in part managed by regional councils.

Paul Morrison, an undischarged bankrupt, was engaged by Lockyer Regional Valley Council through his company to oversee and pay subcontractors for the work done. Once he had paid the subcontractors, he was to submit invoices to the Council to be reimbursed.

Some years after the flood event Morrison was charged with allegedly providing false invoices totalling $71,448.25 to the council for work done but in fact not paid for.

Morrison was subsequently convicted of fraud and sentenced to three years imprisonment.
