The President and CEO of a medium-sized foodservice company based in Toronto, Ontario, Canada has about 125 corporate operating units across Canada. He is having difficulty seeing any value in having a centralized HR department and thought that he might want to restructure the organization and outsource many of the HR activities like payroll, benefits, recruiting etc. Training could be arranged by each store manager. Being the VP of HR in this organization how would you make a case for both the department (and your job) and how would you respond. What are the duties/responsibilities of the HR Department and how can it make a difference for an organization?
