For this essay, I would like you to consider how a social movement or interest group takes an issue and pushes that issue to decision-making agenda level; and how the issue-attention cycle may affect how much attention an issue gets as it passes from a popular policy concern, and becomes an actionable decision-agenda level concern in our Foreign policy.

Please use the following issue as a focus:

Human trafficking

Per usual, students will have to create a bibliography and cite both academic and credible sources in their text.
