Why did the 1992 presidential candidate H. Ross Perot speak of a "giant sucking sound" when the North American Trade Agreement (NAFTA) was being negotiated among United States, Mexico and Canada?

1. He was hoping that this agreement would "suck" out landfill pollution out of the United States as landfill material could now be safely deposited in Mexico at a lower cost.

2. He was afraid that United States would lose jobs which would relocatee to Mexico where average wages were about 1/8 of those in the United States.

3. He was afraid that investment would be moving from United States to Canada due to lower healthcare costs.

4. He was predicting that jobs would increase in the United States as they are sucked out of Mexico due to open immigration.
