Assignment: Hazard and Risk Assessment to determine suitability of location
As the head of Abu Dhabi Civil Defense, Risk Management Division, you have to approve the request to construct any new manufacturing facility within the city borders.
You have received a request by Thoul Chemicals to erect a new chemical manufacturing facility on the border of the industrial area. Adjacent (directly west) to the industrial area is a residential area with 250 houses, 5 schools, a hospital, 2 shopping malls and a sports stadium.
The industrial area and the residential area is separated by a small river which runs south to pass through some of the best agricultural land in the country.
The following information is also available:
• The average rainfall in the city is 25mm a year.
• The average wind speed in the city is 30km/h and the direction prevalence is directly west.
• Thoul Chemicals will produce chlorine gas, which will be stored in 9-ton gas bullets on site until it is sent by truck to various distributors.
• Trucks are filled twice a day, but no leakages are expected during the filling process as the operators are highly trained.
• The area is located such that only one major road provides access to the site.
• The nearest Civil Defense reaction team is 20 minutes away from the proposed location
You are expected to do the following:
1. perform a risk assessment on the proposed chemical plant and determine the level of risk.
a) Identify 2 Hazards as per the scenario.
b) Identify 2 risks as per the scenario.
c) Determine the level of risk using the risk formula: probability x consequence (likelihood)
2. Identify the “at risk communities” and determine their vulnerability. Critically evaluate their vulnerability.
a) if there is a gas leak at the factory, which people will be in trouble because of the cloud of gas?
b) How vulnerable will they be? How long before their lives are normal again?
3. Will you approve the proposed site for the erection of the chemical facility? Motivate your answer.
a) You need to tell me if you will approve the facility and you need to tell me why you will approve or why you will not approve.
4. What possible mitigation measures can be implemented to lower the perceived risk? Motivate your answer.
