Describe the inclusion and exclusion criteria for this study:

Inclusion:

1. Currently employed or retired middle-level managers
2. Have worked in the field of public service or nonprofit as a middle-level manager for two years or more.
3. Have worked as a middle-level manager in government or a nonprofit organization for two years or more that addresses public service issues.
4. Have participated in two or more internal or external collaborative partnerships to address a public policy issue.
5. Have completed a bachelor's degree program

Exclusion:

1. Do not have two years or more experience participating in an internal or external collaborative partnership with a governmental organization to address a public policy issue will be excluded.
2. Lack of two years working as a middle-level manager in a governmental o nonprofit organization reveals that the likely participant does not have the essential information needed to answer the research questions.
3. Lacks a bachelor's degree. The absence of a bachelor's degree means that the person does not have the formal education required of middle-level managers.
