Laws exist at both the domestic and international levels. One important difference is that there is no world government to punish violators of international law. One of the roles of well-functioning states is to enforce domestic law within their jurisdiction. This lack of enforcement at the international level leads many to conclude that international law must have no effect on state behavior. But at the domestic level, do individuals comply with law only because they fear punishment by the state? What other reasons might influence them to comply with the law? To what extent might states comply with international law for the same reasons?
