You are working as a consultant for the Change Foundation - an Ontario based independent health policy think-tank that engages patients, caregivers and providers in developing and testing models of care to improve peoples experience in the health system. The Change Foundation has been asked to provide a brief to the Ontario Ministry of Health on the broad health care opportunities in Ontario for implementation of the goals and objectives of the National Dementia Strategy.

Your brief will identify three national objectives/priorities of the Federal government from the National Dementia Strategy and consider how they might enhance and promote and align with Ontario's Dementia Strategy. Then, you be asked to make one recommendation on the single factor that will have the highest impact on dementia care and can be implemented in a cost effective manner for all Ontarian's.

Background: Briefly outline how the National Dementia Strategy in Canada and the provincial Ontario Dementia Strategy came to be. Within this description, outline the constitutionally defined authority and roles for the delivery of dementia related health care services at the provincial level (for most of the population) and what tools the Federal government have at their disposal to initiate national strategies (in general) in the health care system?

Identify the priorities that the Federal government have laid out for the National Dementia Strategy and choose three that align with provincial Dementia strategy ? Provide comprehensive background and rationale for your recommended 3 goals based on current population health data in Canada and Ontario.

Analysis:

What are the pros and cons of the three priorities you are recommending? Are their winners and losers who will be affected by the recommendations? Are there institutions in place (policies, practices, etc.) that would help or hinder the priorities that you are proposing? Be clear what the Federal and provincial roles would be for each of your recommendations.

Within your analysis, provide details related to physician services, hospital services,(Canada Health Act) inter professional care and privately funded health services.

Recommendation: Based on your background and analysis, which option do you recommend as having the highest or most pressing priority? This single factor will be rationalized by it's impact, cost , human resource efficiency and timely implementation. It must be a priority that relates to all citizens of this province.
