Given the experimentally determined rate law, decide whether the proposed mechanism is possible. Why or Why not?

Rate Law: rate = k[ClO-]2 for the overall reaction: 3 ClO- -->ClO3- + 2 Cl-

Proposed Mechanism:      i: 2ClO- --> ClO2- +Cl- (slow, endothermic)

                                  ii: ClO2- + ClO- -->ClO3- + Cl-   (fast, exothermic)
