Find the intervals on which the given function is increasing or decreasing and create a table showing it.  No graph is necessary but a table is. Please show steps because I'm totally confused on this.  Thanks.

(a) f(x) = -x^2 + 16

(b)  y = 4x^3 - 8x over 2x  (the system did not allow me to draw a line as in a fraction).
