Problem
In a management meeting, the Purchasing Manager has an argument with the IT Manager. Below is an extract of their dialogue during the meeting.
IT Manager: I am not happy with the current system analysis process. I think the way to go about system analysis is to first examine the old system, such as reviewing key documents and observing how we perform our tasks. Then you can tell which aspects are working well and which should be kept.
Purchasing Manager: We have experience with your department and what always ends up happening is that we do not get the new system that you have promised. We only get a modified version of the old system.
IT Manager: I can assure that will not happen this time. We just want a thorough understanding of what is working well and what is not.
Purchasing Manager: I think we should start with a list of user requirements. We should spend time determining what exactly we want the system to do for us. Then your team can come in and determine what part to keep. Please don't constrain us to the old system!
i) Give your view on which side (the IT Manager or the Purchasing Manager) is correct.
ii) What method should they use? Why?
