Following the significant prohibition and anti-drug efforts in the US (to a lesser extent in Canada) including registration of cannabis as a Schedule 1 substance - the most harmful category of drugs, what strategies or influences were effective in gaining support for legalization and successful in shifting the conversation away from the harmfulness of cannabis?

Canada's producers have become more professional in their growing practices, adopting practices used for growing commercial crops to improve the reliability and quality of harvest. Regulations in Canada and most, if not all US states, require cannabis products be tested for cannabinoid profiles, potency and harmful chemicals before approval for sale. What benefits does improved cultivation and product testing provide to the grower, the consumer / market and the medical user /market?
