Funding for disaster preparedness is a lot lower and has a lot less public support than funding for disaster relief. Is that true for you (that it's easier to justify funding relief)? Studies show that for every $1 spend on preparedness, is worth roughly $15 in reduced damage. How might we go about changing perception on this issue?
