Question:
Functional Design for the car park needs to be amended. Complete this task in conjunction with the Drainage Design as both are related.
Note that you will design Pavement Design once Functional Layout has been done.
Action the following critical design changes:
1.Adopt 6.2m width between parking aisles
2. Use width of 5m for entry and exit lanes as per AS2890.1-2004
3. Adopt 2 exit lanes as no clear mention in AS2890.1-2004 Specification and to allow for better traffic control
4. Adopt Parking Bay Dimensions: Class 1- 2.4m width * 4.8 m length
5. Refer to circled markups on attached snip, for back of the kerb to back of the kerb lengths for the middle parking bay aisles.
6. Consider 8.8m car and 12.5m truck vehicle swept path movements - these have already been provided in the DGN file
7. Consider 1.0 m offsets from the viaduct piers in the middle, when designing the car parking bays. However, for the seperator island at the entry to car park, consider 2.85m offset from the viaduct pier. Refer to primary DGN file.
8. Consider 5.4 - 6.6 m lengths for the 5 * kiss and ride shared with taxi, as per AS 2890.1 2004.
9. Adopt only one accessible pathway for pedestrians and disabled patrons.

Parking
1. Station Carparks must accommodate a minimum of 94 vehicle parking spaces consisting of the following:
a) 75 x park and ride
b) 5 x kiss and ride shared with taxi
c) 7 x accessible
d) 2 x MTM Customer Service Staff
e) 5 x Motorcycle
2. Carpark Access Driveway
• 1. When one-way car park entry points are provided they should be located close to the station and the corresponding exit at the far end of the car park.
• 2. Entry and exit lanes for carparks must be separated from each other entry and exit lanes by a minimum 1m wide raised concrete separator island which is not encumbered with building supports or columns.
• 3. The number of entry and exit lanes must be in accordance with AS2890.1.
3. Carpark Parking Aisles
• 1. Parking Aisle widths must be dimensioned in accordance with AS2890.1.
• 2. Parking Aisle lengths greater than 100m must include adequate traffic calming measures to avoid speeding. This may not be applicable.
4. MTM STAFF AND OPERATIONAL - WASTE DISPOSAL FACILITY
1. Waste disposal facilities must:
i. be provided at New Stations;
ii. be located within the project boundary
iii. be located clear of residential premises;
iv. have access to allow direct collection of bins by 10.6m long front and 8.5m long rear lift garbage vehicles;
v. be 5.4m x 2.7m lockable 1.8m high fenced and gated area with low see through visibility; and
vi. not be located adjacent to the communications equipment room and building services room.
5. Pedestrian and Cycle Routes
1. Footpaths, shared paths and bicycle paths must:
i. be located, have the widths and clearances, and have intersections design in accordance with the LXRP Active Transport Guideline;
ii. cater for rail maintenance vehicles when forming part of the rail maintenance vehicle access track or crosses a rail maintenance vehicle access track;
iii. cater for Emergency Services vehicles;
iv. cater for the landscape maintenance vehicles which need to use the path to access landscaped areas;
v. cater for all maintenance activities which use or are adjacent to the path, without impacting the safety of path users including;
vi. providing appropriate offsets from cabinets, including opening allowances; and maintenance vehicle parking areas;
vii. have directional signage to major nearby destinations;
viii. provide logical connections with existing footpaths, shared paths, bicycle paths and bicycle lanes; and
ix. be shown on relevant Design Documents.
2. A dedicated pedestrian path (not shared with cyclists) must be provided:
i. between the station park and ride facilities and the station platforms; and
ii. from the station to within 50m (pedestrian route travelled) from each Parking Space must (the pedestrian route travelled must not pass through / between other Parking Spaces).
3. A pedestrian path must abut:
i. bicycle parking facilities;
ii. parking facilities for the disabled;
iii. taxi stops;
iv. kiss and ride facilities;
v. commuter bus stops; and
vi. rail replacement bus stops.
4. A shared path or bicycle path must be provided adjacent to bicycle parking facilities.
5. The existing level of traffic control provided for Paths from bus stops to New Stations must not be reduced.
6. Accessible Pathways
• 1. Accessible Pathways must have equal convenience and be located as close as practicable to the corresponding non-accessible pathway between two points.
• 2. Accessible Pathways must be a minimum width of 1.2m.
• 3. Accessible Pathways less than 1.8m wide must have a wheelchair passing area of at least 1.6m long and 1.8m wide at intervals of not more than 6m on one side of the path of travel.
• 4. Accessible Pathways shall have no obstructions for the full width of the pathway.
• 5. Obstructions in broad paved areas abutting Accessible Pathways must be minimised to essential components only.
• 6. Accessible Pathways must be provided with a cross-fall no steeper than 1 in 40.
• 7. Tactile ground surface indicators (TGSIs) shall be provided to indicate direction of travel and warn of hazards in accordance with AS1428.4.1.
7. New and Reconfigured Parked Vehicle Infrastructure
1. GENERAL
i. New and reconfigured Parking Spaces must be user class 1 for the purpose of AS2890.
ii. Small car spaces specified in AS2890.1 must not be provided in new or reconfigured Parking Spaces.
iii. Vehicle accessible areas of carparks must be designed and constructed in accordance with AS2890.1.
2. PARKING SPACES - GENERAL
i. The number of 90° park and ride Parking Spaces must be maximised.
ii. Parking Space length and width must be dimensioned in accordance with AS2890.1 except for Accessible Parking Spaces which must be dimensioned in accordance with AS2890.6.
iii. Parking Space horizontal clearances to fixed obstructions must be dimensioned in accordance with AS2890.1 except for Accessible Parking Spaces which must have clearances in accordance with AS2890.6.
iv. Parking Space length may be impinged on by kerbs in accordance with AS2890.1.
v. Wheel stops must be used in accordance with AS2890.1 in Parking Spaces if:
a) parked vehicles could protrude into pedestrian areas;
b) parking vehicles could be damaged by adjacent high kerbs or walls which are less than 1.5m in height; or
c) barriers (other than identified in (b) above) could be damaged by parking vehicles.
3. PARKING SPACES - KISS AND RIDE
i. Kiss and ride facilities must:
ii. be located parallel to the kerb;
iii. have a 2-minute time limit; and
iv. include a wheelchair accessible ramp between the facility and the adjacent footpath as identified in AS2890.6.
4. PARKING SPACES - ACCESSIBLE
i. Accessible Parking Spaces within multi-deck carparks must be located:
a) on the pedestrian exit level to the station and/or bus interchange; and
b) as close as possible to the main exit point from that level to the station.
5. PARKING SPACES - TAXI
i. Taxi facilities must:
a) be located parallel to the kerb; and
b) include a wheelchair accessible ramp between the facility and the adjacent footpath as identified in AS2890.6.
