You have  been tasked with developing the software for the Michigan Secretary of  State. The system is fully web-based and connects the general public  with the data bases containing driving licenses, driving records, and  vehicle title and registrations.   There are two sets of users for this  system the government employees working for the Michigan Secretary of  State and the general public.   The general public will use the web site  to request copies of their driving records online and also renew the  vehicle registration online.  The system should be able to accept credit  card payments from the general public over the web site.  There are fee  charges applied for both  vehicle registration and driving record  history reports.    Renewal of drivers licenses must be done in person  at the local Secretary of State branch office.  The system must access  vehicle insurance records to ensure all insurances are current and up to  date prior to allowing a registration renewal.  There is an interface  from all the vehicle insurance providers to update the Secretary of  State vehicle insurance records, which is done in batch mode and not  seen by the general public. (The interface between insurance companies  and the Secretary of the State is not within the scope of the web site  development project).
The features (functionality) of the system include:
1.     fully web-based access for both general public and Secretary of state employees
2.     Interfaces to:
a.     a database of drivers and their personnel information contained on their drivers licenses
b.     a database of vehicle registration information which includes all  title information, all registration information and covers all vehicle  types of  boats, RVs, autos, motorcycles etc.
c.      a database of vehicle insurance information with policy information
3.     Note most drivers may own zero, one or multiple vehicles.
4.     Most vehicles will have at least one owner or a maximum of two owners.
5.     Each vehicle owner may have one or no active driver's license. (Licenses can be suspended, expired, revoked).
6.     Payment fees for vehicle registrations are calculated based upon the vehicle weight.
7.     The web interfaces provides screens which are used for the  general public to request, pay for and print their driving record
8.     Screens are also provided for the general public to request, pay  for and print their updated vehicle registration.
