Case: Intelligence organizations have increased their ability to collect intelligence in recent years, but significant work remains. Open-source intelligence (OSINT) can be tremendously valuable. It is widely used because of the diverse available sources, access, and timeliness of the information because it is publicly available. Open-source information is not limited to what can be collected. Freely accessible online information can be found using major search engines and online tools. These tools will improve with the infusion of artificial intelligence technologies which can be instrumental in gathering data and identifying new data sources.
Army General Joseph Votel, now retired, served as commander of Central Command from 2016 to 2019, and previously as the head of Special Operations Command. He was recently asked that based on his command experience; in which areas the intelligence community is lacking. He believed the incorporation of intelligence collected from publicly available information such as social media was useful but difficult to get to the warfighter in a timely manner.
We learned about the importance of strategy, vision, priorities, and mission in intelligence management. In response to General Votel's concern, recommend an effective OSINT strategy, vision, and mission for the intelligence community to improve the timely collection, analysis, and dissemination of open-source intelligence. Frame the issue regarding current OSINT policy and provide specific examples of useful tools and techniques to support your recommendations.
There is no right or wrong answer. This assignment requires background research, a contextual understanding of the IC, and critical thinking that is supported and cited.
