The National Cancer Institute has received proposals from 22 states to participate in its newest smoking intervention study. Proposals 1 - 5 are from the Northeast region, proposals 6 - 11 are from the Southeast, proposals 12 - 17 are from the Midwest, and proposals 18 - 22 are from the West. At least 3 are to be selected from each region. Each proposal j has been evaluated and rated with a merit score r sub j based on rankings by a panel of experts. In addition, each proposal j has a budget b sub j (in millions of dollars) and represents a state with s sub j smokers (in millions). The selected proposals must have a total budget of at most $15 million, and the total number of smokers must be at least 11 million. Proposals 2; 7; 11; 19 come from states in the highest quartile with respect to the fraction of the population that smokes; proposals 1; 4; 13; 14; 21 come from the lowest quartile. At least 2 states must be selected from each of these outlier groups. Formulate an integer linear program that chooses a feasible set of proposals with the maximum total merit score.
