You manage a large (100+ rooms) hotel in a large, urban city in Toronto. Hotel revenues have fallen by 80% due to COVID-19. Foreign and health policy mandates require hotel industries to house two sets of guests temporarily. The first requirement is hotel space for quarantining homeless individuals with COVID-19. Second, hotel rooms are needed to accommodate refugees fleeing devastating wars back home.Many citizens oppose the presence of the refugees in the community. According to government officials, both sets of guests should be separated (e.g., not on the same floor), and strict COVID-19 mask-wearing rules must be followed at all times. Additionally, you still have some regular business customers who remain hotel guests. To fulfill the contract, the government will pay 200% over the rack rate for any security measures the hotel may need.
