Value Management should not only be focused on commercial values, which environmental values are also necessary to be taken into account. According to Shen and Yu (2012), preceding literature was wrongly viewed value management as a cost reduction tool. However, today, VM needs to consider the different stakeholders’ technical and economic needs and requirements in relation with environmental and social aspects that imply on sustainable considerations. They further stated that "VM is a proactive, creative, problem-solving and problem-seeking task, which maximizes the functional value of a project by managing its development from concept to use". The Institute of Value Management (2014) expresses that the strategy of value is placed on the relationship among the fulfilment of varying needs and the resources demanded to accomplish them. The requirements and needs may possibly incorporate features such as good quality product, durability, easy to maintain, user friendly, affordable, etc.
